Ms Laila Jurcēna will be the Deputy Head of the Chancery of the President and Acting Head of the Chancery until 5 August 2019, who has been an Adviser of the President of the Constitutional Court of Latvia and an expert at the German International Cooperation Agency (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH). President of Latvia Mr Egils Levits has five full-time Advisers, two part-time Advisers, and three external Advisers.
Mr Jānis Kažociņš continues his employment as the National Security Adviser to the President of Latvia. Ambassador Solveiga Silkalna will work as Foreign Affairs Adviser to the President of Latvia. In his turn, current Adviser on Constitutional Law to the President of Latvia and Assistant Professor at the University of Latvia, Mr Jānis Pleps continues his work as Legal Policy Adviser. Current Deputy State Secretary for Justice of the Ministry of Justice of the Republic of Latvia, Representative of the Republic of Latvia to the Court of Justice of the European Union, and Associate Professor of the University of Latvia Ms Irēna Kucina is Adviser to President of Latvia Egils Levits on issues of rule of law and EU legal policy. The Economic Adviser will join the team of the President of Latvia later.
Ms Aiva Rozenberga, the former Director of the Latvian Institute, is the Public Relations Adviser to the President of Latvia. Head of the European Latvian Association Ms Elina Pinto is Adviser to the President of Latvia on modern state and sustainability issues (part-time), and Foreign and Security Policy Expert Ms Ieva Ilvesa is Adviser on Information Space and Digital Policy (part-time), who led the National Cyber Security Policy Coordination Division of the Ministry of Defence.
The former Latvian Ambassador to France, Mr Rolands Lappuķe, is an external Smart Technology Adviser to the President of Latvia. Meanwhile, Chairperson of the Board of the Latvian Young Scientists’ Association Ms Ieva Siliņa is an external Science and Education Policy Adviser. Mr Jurģis Klotiņš is an external Adviser on historical memory and affiliation.
Mr Andris Teikmanis graduated from the Faculty of Law of the University of Latvia, Ms Laila Jurcēna holds a master’s degree of social sciences in law from the University of Latvia, Mr Jānis Kažociņš holds a bachelor’s degree in philosophy from the University of Nottingham and is a retired British Brigadier General. Ms Solveiga Silkalna holds a master’s degree of political science in international relations from the University of Latvia, Mr Jānis Pleps holds a PhD in law theory and history from the University of Latvia. Ms Irēna Kucina acquired a European PhD in international law, Ms Aiva Rozenberga holds a master’s degree in humanities from the University of Latvia, Ms Elīna Pinto holds a European master’s degree in human rights and democratisation from the European Inter-University Centre, Ms Ieva Ilvesa holds a master’s degree in political science from the University of Latvia and a master’s degree in international politics from John Hopkins University, Washington. Mr Rolands Lappuķe holds a PhD in neuroscience from the University of Strasbourg. Ms Ieva Siliņa holds a master’s degree in management from the University of Latvia, whereas Mr Jurģis Klotiņš holds a master’s degree in humanities from the Latvian Academy of Culture in cultural management.
