During the meeting, President Rinkēvičs emphasised the role of the justice system in ensuring the internal security of the country, and therefore welcomed the priorities of the Ministry of Justice in the context of the 2024 State budget, which is focused on strengthening internal security.
Taking into account that since the middle of this year the legislator has established more severe penalties for both persecution and non-compliance with decisions on protection against violence, as well as for illegal movement of persons across the state border of Latvia and abusive provision of persons with an opportunity to stay illegally in Latvia, the President of Latvia stressed the need to continue work on the revision of the penal policy to make sure that all objectives of the penalty are achieved in a balanced way, including deterrence from committing crimes.
The Saeima is also currently considering amendments to the Criminal Code submitted by the President of the Republic of Latvia on tougher penalties for crimes against the State, which were adopted in the first reading on 19 October.
E. Rinkēvičs listened to the Minister of Justice's vision in drafting a package of bills to introduce the institution of partnership. According to the draft laws adopted by the Saeima in a first reading on 2 November this year, a new legal institution - partnership - is introduced, which is a new way of legally consolidating the relationship between two adults and providing for certain types of social and economic protection. President Rinkēvičs supports the need to improve the regulation in this area, ensuring a respectful debate in society and in the Saeima.
The parties discussed the issue of work on the concept of the application of coercive measures of an educational nature to children. The concept is intended to establish a legal framework for the implementation of educational coercive measures - placement in a social correctional institution - in Latvia.
